In a bold and strategic move to strengthen the security architecture of Nigeria’s commercial nerve centre, the Lagos State Security Trust Fund (LSSTF) today commenced a statewide training programme for security operatives across all law enforcement agencies operating in Lagos. Themed ‘Enhancing Professional Capacity, Ethical Standards and Inter-Agency Collaboration for Effective Security Operations’, the statewide training will impact over 1,000 security operatives drawn from all agencies in Lagos and will run over a 10-month-long time frame. This statewide training is signalling a decisive shift from reactive policing to intelligence-driven, collaborative security management, and is coming at a critical time when evolving security threats demand not only tactical readiness but also ethical discipline, situational awareness, and seamless interagency cooperation, National Association of Online Security News Publishers, NAOSNP can report.
The security training, executed by LSSTF under the Executive Secretary/CEO, Dr. Ayo Ogunsan in partnership with Globus Training and Advisory Ltd., underscores the Lagos State Government’s commitment to a unified security front. With participants drawn from a broad spectrum of security and law enforcement agencies, such as the Nigeria Police Force, Nigerian Army (OP Mesa), Nigeria Immigration Service (NIS), National Drug Law Enforcement Agency (NDLEA), Lagos Neighbourhood Safety Agency (LNSA), Rapid Response Squad (RRS), Nigeria Security and Civil Defence Corps (NSCDC), Federal Road Safety Corps (FRSC), Lagos State Traffic Management Authority (LASTMA), Marine Police Lagos, NCCSALW, Supernumerary Police, and other specialised units, the training marks one of the most comprehensive multi-agency capacity-building efforts ever implemented in the nation’s history.
The opening ceremony which was held today, 25th March 2026, brought together personnel from a broad spectrum of security and law enforcement agencies. It also attracted an array of high-profile security leaders and stakeholders, including the the Chairman of the LSSTF Board, Kehinde Durosinmi Etti ably represented by a Board Member, DIG Agboola Oshodi-Glover (retd); Executive Secretary/CEO, LSSTF, Dr. Ayodele Ogunsan; Assistant Inspector General of Police, AIG of Zone 2 (Lagos and Ogun States), AIG Olohundare Moshood Jimoh; Commander, NA 9 Brigade and Coordinator of OP Mesa, Brig. Gen. Ayokunle Owolabi; Comptroller, NIS Lagos Command, CIS Christopher O. Onajinrin; Comptroller NIS MMIA Command, CIS Christopher Uzoma; NSCDC Lagos Commandant, Mr. Adedotun Keshinro; Deputy Commander of NDLEA Lagos Command, DCN Akogun James; Lagos RRS Commander, CSP Shola Jejeloye; CSO to the Gov. Sanwo-Olu, CSP Fagbemi Adekunle; and O/C Marine Police Lagos, CSP Lekan Faniyi, among others.
Delivering his opening speech for the first of the 10-month series, Dr. Ayodele Ogunsan thanked the Executive Governor of Lagos State, Gov. Babajide Olusola Sanwo-Olu for his strategic leadership and frontline ideas that is making the LSSTF to thrive.
He indicated: “Lagos State remains the economic and commercial hub of Nigeria, with a population that continues to grow rapidly and a business environment that attracts millions of people daily. With this growth comes increasing complexity in managing security and maintaining law and order. Modern security challenges are becoming more sophisticated, dynamic, and interconnected.”
“Addressing them requires not only adequate equipment and infrastructure, but also well-trained personnel who possess the right professional skills, ethical orientation, and the capacity to work collaboratively across agencies.”
“We believe that investment in human capacity is just as critical as investment in security infrastructure. Well-trained, disciplined, and ethically grounded officers are the backbone of any effective security system. This training initiative is anchored on three critical pillars of Professional Capacity, Ethical Standards, and Inter-Agency Collaboration,” Ogunsan said.
In his welcome remarks, DIG Agboola Oshodi-Glover (Rtd) described the training as a landmark evolution in LSSTF’s intervention strategy. “I want to welcome you to this training, and I know you will gain a lot,” he said. “The LSSTF is an interventionist unit. We supply logistics, vehicles, fuel, and so on to all security agencies. But we are doing a lot more now by actually training officers, which is the best that can happen to us.” He urged participants to adopt a more innovative mindset, noting that “as law enforcement agencies, you have to think outside the box and be more aware of your environment.” In a poignant reflection on the risks of the profession, the retired senior Police officer added, “Law enforcement is very dangerous, but try and get home. I got home, and I wish you the same. I wish all of you the promotion after this event.”
On his part, the immediate past Commissioner of Police, Lagos State Command, AIG Olohundare Moshood Jimoh challenged officers to sustain excellence beyond the training environment. “The challenge of doing your best is sustaining the best,” he stated. “Let us continue to do our best,” he added, emphasizing consistency as the hallmark of professional policing.
Brig. Gen. Ayokunle Owolabi, Commander, 9 Brigade and Coordinator of OP Mesa operations, stressed the necessity of interagency synergy in tackling modern security threats. “Modern security challenges require a concerted effort. No single agency can tackle it in isolation,” he said. “I ask that all participants should enhance interagency collaboration beyond this training. Let’s work together and see ourselves as members of the same one security family.” He further underscored the enduring nature of capacity building: “It does not end here. The true measure of success of this training will be reflected in how we handle security situations outside this environment.”
Echoing similar sentiments, NIS Lagos Comptroller, CIS Christopher Olu Onajinrin, described security as a shared responsibility. “Security is everyone’s business. With the collaboration of all security agencies, we can boldly assure Lagosians of safety,” she said. She encouraged participants to cascade the knowledge gained: “Turn all you learn into ‘train the trainer’ opportunities so that we can all learn together. Let us know that there is no rivalry among us.”
NSCDC Lagos Commandant Adedotun Keshinro reinforced the value of collective strength, stating: “It is important for us to train together, learn together, so that we can strategize and work together. We achieve better by working together than working alone.” He added that synergy helps “pull our strengths together and decimate our weaknesses,” urging officers not to see hierarchy as a barrier to cooperation.
In a similar vein, CIS Christopher Uzoma of the NIS MMIA Command described the initiative as unprecedented in his professional experience. “This is a very lofty idea. This is the first time I will see all security agencies collapse into the same room to learn and collaborate for one goal,” he said. “I am really very happy to identify with this initiative. I doff my hat to Governor Babajide Sanwo-Olu for doing this for us.”
To set the tone for the training proper, the Executive Secretary/CEO of LSSTF, Dr. Ayo Ogunsan returned to the stage with a no-nonsense opening charge for emphasis on his firm stance on discipline and accountability. “I have read files upon files from past Executive Secretaries. They have told me that security officers don’t listen during trainings,” he said pointedly. “I am going to personally submit names to your leaders if anyone is found not paying attention during these sessions.” With his remarks, Dr. Ogunsan signalled a results-driven approach, emphasizing that participation and attentiveness would be closely monitored.
The intellectual depth of the programme was further demonstrated by the lead trainer from Halogen Group, Dr. Wale Adeagbo, who adopted a practical and psychological approach to security awareness. Using a visual exercise involving a complex image of animals, he illustrated the concept of perception gaps in threat detection. “There are actually 16 animals in the image, but the best officers only saw eight, while many others saw fewer,” he explained. “Insecurity is not always obvious. You must use your inner eyes. You cannot afford to see only eight when there are 16 threats.”
Dr. Adeagbo urged participants to develop heightened situational awareness and critical thinking. “You must discern beyond the obvious and lead within your space. You must be different after this training,” he said. He also introduced a holistic framework for personal and professional development, highlighting four key resources—time, money, health, and knowledge—and their intersection with nine core life responsibilities, including family, faith, and social relationships.
Delving into ethics, he outlined three foundational principles for public officers: “public service, respect and empathy, and courage.” He emphasized that effective security operations are rooted in public trust: “Everyone in public safety relies on the consent of the public to work effectively.” He added a reflective dimension to personal growth, noting that “your strengths are often identified by others, but your weaknesses are yours to discover.”
As Lagos continues to grapple with the complexities of urban security, the LSSTF-led initiative represents a forward-thinking model that prioritizes professionalism, ethics, and unity across agencies. By fostering a culture of collaboration and continuous learning, the programme is expected to significantly enhance the operational effectiveness of security personnel and reinforce public confidence in the state’s security framework.
With its scale, depth, and multi-agency inclusiveness, this statewide training for security operatives in Lagos State will redefine how security is managed in West Africa’s economic hub and Nigeria’s commercial nerve centre, setting a benchmark for other states to emulate.

Customs, Police Reinforce Inter-Agency Collaboration Through Strategic Engagement
The Nigeria Customs Service (NCS) and the Nigeria Police Force (NPF) have reaffirmed their commitment to strengthening inter-agency collaboration in strategic communication, public engagement, and information sharing.
The engagement occurred following a courtesy visit by the Force Public Relations Officer, Chief Superintendent of Police (CSP) Anietie Okokon, to the National Public Relations Officer of the NCS, Deputy Comptroller (DC) of Customs, Abdullahi Maiwada, on Monday, 13 July 2026, at the Service Headquarters, Maitama, Abuja.
The visit, which formed part of the Force PRO’s familiarisation tour following his assumption of office, provided an opportunity for both institutions to deepen their longstanding relationship and explore avenues for enhanced cooperation in support of national security and effective institutional communication.
The engagement also coincided with the induction ceremony of 70 officers and men of the NCS Public Relations Unit into the Nigeria Institute of Public Relations (NIPR), further underscoring the growing emphasis on professionalism and ethical communication within public institutions.
In his remarks, the National Public Relations Officer of the NCS, DC Abdullahi Maiwada, expressed appreciation for the visit and commended the NPF for prioritising institutional partnerships among communication professionals within the public sector. He described the engagement as a reflection of the shared responsibility both institutions bear in shaping public perception, strengthening stakeholder confidence, and advancing government policies through strategic communication.
“The NCS values its longstanding relationship with the NPF. Today’s engagement presents another opportunity to strengthen professional collaboration between our Public Relations Units and collectively contribute towards building stronger institutions through effective communication and stakeholder engagement,” DC Maiwada stated.
Earlier, the Force Public Relations Officer, CSP Anietie Okokon, noted that the NPF remains committed to fostering productive relationships with sister agencies, particularly in areas that strengthen public trust and institutional effectiveness. He explained that strategic communication has become indispensable in modern governance and security administration, making collaboration among public relations practitioners across government institutions both necessary and timely.
“This visit is aimed at further strengthening the cordial relationship between the NPF and the NCS, while enhancing collaboration in strategic communication, public engagement, and information sharing. As institutions serving the Nigerian people, we must continue to work together to promote professionalism, transparency, and effective communication in support of our national security objectives.” He concluded.

Across the world, the most resilient security establishments are those that recognise that continuous learning, intelligence-led operations and inter-agency cooperation are no longer optional – they are the defining pillars of effective policing and public safety. As criminal enterprises become more sophisticated, technology-driven and transnational, security personnel must evolve at an even faster pace to protect lives, critical infrastructure and the economic stability of the communities they serve.
It is this philosophy of proactive preparedness that continues to drive the Lagos State Security Trust Fund (LSSTF) under the leadership of the Executive Secretary/CEO, Dr. Ayodele Ogunsan through its flagship Statewide Inter-Agency Training Programme. Returning for its July edition, the initiative once again convened officers drawn from diverse security and emergency management agencies under one roof to strengthen professional capacity, reinforce ethical leadership and deepen operational collaboration. More than a monthly training exercise, the programme has evolved into a strategic platform for building a unified security ecosystem capable of anticipating emerging threats and sustaining Lagos’ reputation as Nigeria’s safest and most secure state.
Dignitaries present at the July edition of the training program are the Executive Secretary/CEO, LSSTF, Dr. Ayodele Ogunsan; Commissioner of Police, Lagos State Command, CP Fatai Tijani; Director, DSS Lagos, Mr. Babajide Adisa represented by the Deputy Director, Security Vetting, Mr. Waheed Akande; Commander, Man ‘O’ War, Lagos State, MC Ayodele Ajayi; Chairman, PCRC Lagos State, Apostle Kehinde A Showemimo; Director, Administration, LSSTF, Mr. Adegbola Lewis; Executive Assistant, LSSTF, Mrs. Adaobi Nwankwo; General Manager, Globus Training and Advisory Limited, Mr. Desmond Nnebue; ACP Aka Shittu retd; PPRO, Lagos Police Command, SP Abimbola Adebisi among others.
Declaring open the program, the Executive Secretary/CEO, LSSTF, Dr. Ogunsan noted that since the launch of the initiative in March, LSSTF has remained consistent in the commitment to training and retraining security personnel across Lagos State and have successfully held editions in March, April, May, June and now July. He highlighted: “I am a people-oriented person and I believe so much in people because they are the greatest asset that God has given you. Humans are the ones that drive every other thing. I strongly believe that people remain the greatest asset of any organisation. Equipment is important, logistics are essential, but it is the human being behind every operation that ultimately determines success or failure.”
“When I assumed office as Executive Secretary of the Lagos State Security Trust Fund, I reviewed my statutory responsibilities. I saw it very clearly that I am here to provide logistics, so I did that, God helping me. The next one is equipment, and support for security agencies operating in Lagos, I did that as well. But I looked at it, is everything about equipment, where are the people, what is my responsibility to the most important asset that God has given any organizational system? So I said that I will be responsible for the training and retraining of all security operatives. I brought it up and I said this will be my priority.”
“That conviction gave birth to this monthly training programme. I have five years to run this organization, and for that five years, every month, there will be training in Lagos for security operatives. As I stated at the inauguration of this programme, this training will continue every month until December and, by the grace of God, it will not end there. It is designed to become a permanent feature of our security architecture because investing in people must never be a one-time exercise.”
“Beyond the lectures, this programme offers something equally valuable. This is networking. Within this room are experienced professionals and mentors whose knowledge and experience can shape careers. I encourage every participant to engage, ask questions, build relationships and take full advantage of this opportunity. As always, I urge every participant to maintain the highest level of discipline throughout today’s training. Respect the learning environment, minimise distractions and give your full attention to every session. The value you derive from this programme will depend largely on the commitment and focus you bring into this room. I assure you that every edition of this training is carefully designed to equip you with practical knowledge that will improve your effectiveness in the field and strengthen collaboration across agencies.”
The LSSTF CEO sincerely appreciated the Commissioner of Police, Lagos State Command, CP Fatai Tijani, for his consistent support of the initiative and his presence which demonstrates true leadership and a genuine commitment to the welfare and professional development of officers under his command. He also acknowledged the invaluable contributions of the Military, Department of State Services (DSS), Police Community Relations Committee (PCRC), the Man O’ War, and other stakeholders present at the programme.
On his part, the Commissioner of Police, Lagos State Command, CP Fatai Tijani, commended the Executive Governor of Lagos State, Mr. Babajide Sanwo-Olu, the Lagos State Security Trust Fund (LSSTF) and Dr. Ayodele Ogunsan for sustaining what he described as a transformative investment in human capacity development for security personnel. “I want to sincerely thank the Executive Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, for what he is doing through the Lagos State Security Trust Fund, under the leadership of Dr. Ayodele Ogunsan. This training programme is truly transforming our officers. I appreciate Dr. Ogunsan for believing in developing the human capacity behind the equipment because, ultimately, it is people not machines – who deliver security,” he said.
“If this programme continues consistently over the years, one can only imagine the transformation it will bring to the security landscape of Lagos State. Human capacity remains the greatest asset of any security organisation, and this initiative is helping to build that capacity for the benefit of all Lagosians.”
According to the Police Commissioner, officers of the Lagos State Police Command who had participated in previous editions of the training consistently returned to duty with renewed professionalism, improved competence and a more positive approach to policing. “The impact has been remarkable. Whenever our officers return from this programme, we see a noticeable difference in their attitude, professionalism and performance. They come back as better-equipped officers, and the positive change is evident.”
He observed that the monthly programme has significantly strengthened inter-agency collaboration by creating opportunities for officers from different organisations to interact, build relationships and exchange professional experiences. “Beyond the classroom sessions, this programme has deepened the synergy among security agencies. We make friends, exchange ideas, compare experiences and build relationships that continue long after the training. This has particularly improved cooperation among our junior officers, where inter-agency collaboration is most critical during operations.”
In his goodwill message, delivered on his behalf by the Deputy Director of Security Vetting, DSS Lagos State Command, Mr. Waheed Akande, the Director of the Department of State Services (DSS), Lagos State Command, Mr. Babajide Adisa, described the Statewide Inter-Agency Training Programme as a timely and commendable initiative that reinforces the importance of strengthening collaboration, enhancing professional capacity, and promoting effective coordination among security agencies. He noted that “by working together, sharing knowledge, and building mutual trust, we are better equipped to address emerging security challenges and ensure the safety and well-being of our communities.”
Adisa commended the Lagos State Security Trust Fund (LSSTF) for organizing the programme and urged participants to maximize the opportunity to learn, network, and build stronger professional relationships. He expressed confidence that the partnerships fostered through the training would further strengthen the collective capacity of security agencies to keep Lagos safe, secure, and resilient against evolving threats.
In his goodwill message, the Lagos State Commander of Man O’ War Nigeria, MC Ayodele Ajayi, commended the LSSTF for its unwavering commitment to strengthening security institutions through continuous capacity building and inter-agency collaboration. He described the training as “more than a capacity-building programme, but an opportunity to build trust, deepen professional relationships, exchange best practices, and strengthen the synergy that is essential for effective service delivery,” adding that “today’s security threats no longer respect institutional boundaries, and our response must equally transcend those boundaries through intelligence sharing, mutual respect, effective communication and coordinated operations.”
Ajayi reaffirmed Man O’ War Nigeria’s commitment to supporting government and sister security agencies in promoting community engagement, emergency response, intelligence gathering and crime prevention, while urging participants to embrace the programme with open minds, stressing that “the relationships you build here may one day become the critical link that saves lives, protects communities and preserves public confidence in our collective efforts.”

Security Support Must Deliver Visible Results, Says Ogunsan • As LSSTF Donates Bulletproof Vests, Ballistic Helmets, Strike Plates to Force CID Annex Alagbon on AIG Akpanudom’s Courtesy Visit
The battle against crime is no longer won by the number of boots on the ground alone but by the quality of intelligence available to them, strategic partnerships and capacity of institutions to stay ahead of increasingly sophisticated criminal networks. In a rapidly expanding megacity like Lagos, where millions of people, goods and services move daily, effective criminal intelligence has become one of the strongest pillars sustaining public safety and economic prosperity.
Recognising this reality, the Lagos State Security Trust Fund (LSSTF) under the leadership of the Executive Secretary/CEO, Dr. Ayodele Ogunsan is strengthening collaboration with specialised security formations whose work extends beyond conventional policing to tackling organised crime, forensic investigations, cyber-enabled offences and transnational criminal activities. The latest demonstration of that commitment came as the Assistant Inspector-General of Police (AIG) in charge of the Force Criminal Investigation Department (FCID) Annex Alagbon, AIG Simeon Udofia Akpanudom, led a high-powered management team on a courtesy visit to the LSSTF headquarters in Lagos. During the visit, the donation of critical equipment was also made. This included 50 Bulletproof Vests, 50 Ballistic Helmets and 50 Strike Plates to senior officers of the Force CID Annex Alagbon, Lagos.
Receiving the delegation, the Executive Secretary/CEO of LSSTF, Dr. Ayodele Ogunsan, warmly welcomed the AIG, and described his delegation as a historic milestone delegation comprising a large number of Commissioners of Police which is proof positive of the enduring partnership between the Fund and the Nigeria Police Force.
He explained that although LSSTF operates from a modest office, its impact has continued to resonate across Lagos through prudent management of donor resources. He disclosed that the Fund has supported security agencies for about 18 years through the provision of operational vehicles, logistics, specialised equipment and continuous professional training. “People often see a small office, but this is where major security interventions for Lagos are coordinated. For nearly two decades, we have deliberately prioritised investing in security rather than comfort because our mission is simple – to make every security agency operating in Lagos more effective.”
He then announced that LSSTF would move into its permanent headquarters in October, describing the new facility as another milestone made possible through the generosity of private sector donors and public-spirited Nigerians. “We have been described as small body, big engine. But by October, we are going to transit. We will migrate from being a small body, big engine to becoming a mega body with a mega engine. We have been here for the past 17-18 years.”
He reaffirmed the Fund’s commitment to supporting security institutions that consistently deliver measurable results in safeguarding Lagos.
“Our responsibility is to invest donor resources where they will produce tangible security outcomes,” Ogunsan said. “Agencies that demonstrate commitment, professionalism and measurable results will always find a willing partner in the Lagos State Security Trust Fund. The Force CID occupies a strategic position within Nigeria’s security architecture.”
The LSSTF CEO noted that the organisation’s interventions are guided by impact rather than sentiment, stressing that every investment made by the Fund must ultimately translate into improved safety for residents and businesses. “Our mission is simple – to ensure that every security agency operating in Lagos has the logistics, training and equipment needed to perform effectively. The more we work together in intelligence-led policing, forensic investigations and criminal intelligence, the safer Lagos becomes.”
Ogunsan further disclosed that the Force CID’s operational requests would receive prompt consideration, assuring the AIG that urgent needs would be prioritised in line with the Fund’s mandate of strengthening security across the state. “While we may not meet every request immediately, I assure you that urgent operational needs will receive priority attention because our shared objective is the safety and security of Lagos.”
He also highlighted the unique funding model of the LSSTF, explaining that the organisation relies largely on voluntary contributions from corporate organisations, financial institutions, market associations and well-meaning Nigerians who believe security is a shared responsibility. According to him, LSSTF receives no statutory allocation from the Lagos State Government.
“Our strength comes from the confidence of our donors – banks, insurance companies, private organisations, market women, students and everyday Nigerians who believe that security is everyone’s responsibility. The government also supports us, but this Fund thrives because Lagosians continue to invest in peace.”
Dr. Ogunsan concluded by thanking AIG Akpanudom and his management team for the visit, describing the engagement as another step towards strengthening collaboration between the Lagos State Security Trust Fund and the Nigeria Police Force. “Our doors remain open. Together, through trust, partnership and shared responsibility, we will continue building a safer Lagos for every resident.”
Earlier, the AIG In-Charge of Force CID Annex Alagbon, AIG Simeon Akpanudom, who led Commissioners of Police and senior officers from key investigative departments including CP Human Trafficking, CP Interpol, CP SWAT, CP Homicide, CP Administration, CP Police Special Fraud Unit, CP General Investigation, CP SEB, DC Forensic, DC CCR, DC Anti-Fraud, OC Legal, described the visit as an appreciation of the enduring partnership between the Nigeria Police Force and the LSSTF. The high-powered delegation comprised Commissioner of Police, CP Human Trafficking Unit, CP Agans Irabor; Commissioner of Police, CP Finance and Administration, CP Omosanyin Omodehinde; Commissioner of Police, CP Police Special Fraud Unit, CP Eloho Edwin; Commissioner of Police, CP SWAT, CP Ayilara Olukayode; Commissioner of Police, CP INTERPOL, CP Ogarebe Fidelis; Commissioner of Police, CP General Investigation, CP Ojugbele Adebola; Commissioner of Police, CP SEB, CP Yakubu Hussein; Deputy Commissioner of Police, DC Forensic, CP Ezirim Oliver; Commissioner of Police, CP Homicide, CP Enechukwu Cyracus; Deputy Commissioner of Police, DC CCR, DCP Sheu Alao; Deputy Commissioner of Police, DC Anti-Fraud, DCP Olayinka; Officer In-Charge of Legal, CSP Taiwo Oyewale; and the Police PRO, Force CID Annex, ASP Mayegun Aminat.
In his speech, AIG Akpanudom hailed: “The monthly statewide trainings for security operatives facilitated by the Lagos State Security Trust Fund have been immensely beneficial. Our officers return with improved knowledge and immediately transfer those experiences across departments. We sincerely appreciate this investment in human capacity.”
He appealed for an increase in the number of training slots available to Force CID personnel, noting that wider participation would further strengthen specialised investigations and operational effectiveness. “With a workforce of over 600 personnel, increasing the training slots will enable more specialised units to benefit from this excellent initiative,” he said.
The AIG reaffirmed the Force CID’s readiness to deepen collaboration with the Lagos State Government in combating complex crimes through intelligence-driven investigations, technology and professional policing.
AIG Akpanudom expressed profound appreciation to President Bola Ahmed Tinubu, for the confidence reposed in the Inspector-General of Police and thanked the Inspector-General of Police, IGP Olatunji R. Disu, for entrusting him with the responsibility of leading the FCID Annex, Lagos. This was followed by the presentation of a commemorative plaque to the LSSTF Executive Secretary/CEO as a symbol of the enduring partnership and shared commitment of both institutions to strengthening security and justice delivery in Lagos State.
As criminal threats continue to evolve beyond traditional law enforcement methods, sustained investment in intelligence, technology and institutional collaboration will remain critical to keeping Lagos secure.
