EVC Maida Urges National Alignment to Deepen Broadband Investment, Protect Telecom Infrastructure
The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Dr. Aminu Maida, has called for urgent, unified national action to accelerate broadband investment and safeguard critical telecommunications infrastructure, describing connectivity as “the quiet enabler of Nigeria’s economy.”
Speaking at the Business Roundtable on Improving Investments in Broadband Connectivity and Safeguarding Critical National Infrastructure, held at the NCC Digital Economy Complex, Mbora, Abuja, Dr. Maida underscored the economic and social value of connectivity under the theme:
“Right of Way and Protection of Broadband Infrastructure – The Road to Success in Broadband Investment and Connectivity.”
“How much is an hour of connectivity worth?” Dr. Maida asked, as he painted vivid scenes from across the country — the industrialist closing an export deal in Enugu, the miner in Zamfara consulting geologists remotely, and the security officer relying on real-time intelligence feeds.
“When connectivity fails, opportunities evaporate, productivity stalls — and sometimes, lives are at risk,” he said.
Nigeria’s Connectivity Progress and Promise
Highlighting the gains achieved so far, Dr. Maida revealed that as of August 2025, Nigeria’s broadband penetration had reached 48.81%, giving over 140 million Nigerians access to the internet.
He noted that the ICT and telecommunications sector continues to rank among the country’s highest contributors to Gross Domestic Product (GDP). Citing research, he said:
“A 10% increase in broadband penetration can raise GDP by about 1.38% in developing economies. Imagine what 20%, 30%, or 40% would mean for Nigeria — more jobs, more innovation hubs, and billions in new economic output.”
Drawing parallels with Rwanda and India, both of which built globally competitive digital economies through consistent broadband investment, the EVC stressed that Nigeria — with its youthful population of over 200 million and a median age of 18 — can surpass such milestones if it sustains investment momentum.
Delivering on the National Broadband Plan
Under the leadership of President Bola Ahmed Tinubu and Dr. Bosun Tijani, Minister of Communications, Innovation and Digital Economy, the NCC has been steering the implementation of the National Broadband Plan (2020–2025), which targets 70% broadband penetration and 90,000 kilometres of fibre optic backbone by the end of 2025.
Dr. Maida outlined key NCC initiatives driving progress toward this goal:
1. Presidential Order on Critical National Infrastructure
In June 2024, President Tinubu signed the Critical National Information Infrastructure (CNII) Presidential Order, empowering law enforcement agencies to protect telecom assets from vandalism, theft, and service disruptions.
“The NCC, working closely with the Office of the National Security Adviser (ONSA), has established a Telecommunications Industry Working Group to coordinate the operationalisation of this Order,” Dr. Maida stated.
Public awareness campaigns, state-level collaboration, and joint enforcement actions have begun yielding results, with ONSA dismantling several cartels behind equipment theft and vandalism.
2. Reducing Right of Way Barriers
A major obstacle to broadband rollout, he said, remains the inconsistent and excessive Right of Way (RoW) charges by some states — despite the Nigerian Governors Forum (NGF) resolution setting the rate at ₦145 per linear metre.
Through NCC’s sustained advocacy, five new states — Adamawa, Bauchi, Enugu, Benue, and Zamfara — have waived RoW fees entirely, joining six others already offering zero charges.
“That makes eleven states with full waivers, while seventeen others have adopted the ₦145 per metre benchmark,” Dr. Maida noted.
He also revealed NCC’s ongoing push for the ‘Dig-Once’ policy, encouraging shared infrastructure and joint planning with public works agencies to avoid repeated fibre cuts and reduce costs.
3. Renewed Investment Confidence
To foster sustainability, the Commission approved cost-reflective yet competitive tariff adjustments earlier this year. This regulatory move, Dr. Maida said, has significantly improved investor confidence, leading operators to commit over $1 billion in new broadband expansion projects.
“We will keep monitoring service quality so consumers experience the benefits in faster and more reliable connectivity,” he added.
4. Unlocking Fibre Access and Transparency
The NCC has commissioned a Wholesale Fibre Study to open up existing and future backbone networks for fair and transparent interconnection among Internet Service Providers (ISPs), unlocking faster last-mile connectivity.
Simultaneously, the Commission is expanding its data transparency regime through publication of quality-of-service reports, outage dashboards, and compliance maps.
“What gets measured gets managed; what is published gets improved,” Dr. Maida said.
Ongoing Challenges
Despite progress, he cautioned that vandalism and access denial continue to undermine network resilience. Between January and August 2025, the telecom sector recorded:
- 19,384 fibre cuts
- 3,241 equipment theft incidents
- Over 19,000 cases of site access denial
“These incidents result in outages, revenue losses, and increased costs,” he warned, adding that energy instability, multiple taxation, and slow permitting processes also impede progress.
The Urgency of Now
“Time is not on our side,” Dr. Maida told the audience of governors, investors, and policy leaders.
“Artificial Intelligence is transforming industries, and global outsourcing is shifting to high-connectivity regions. Communities without digital access are invisible in today’s economy. We must act decisively — state by state, community by community — to ensure no one is left behind.”
Call for Unified State Action
The EVC urged all 36 states and the FCT to align their policies for national broadband expansion, highlighting how states that have waived RoW fees are already witnessing increased private-sector investment.
He outlined six recommendations for state governments:
- Enforce CNII protection for telecom assets.
- Adopt 100% RoW waiver (or NGF benchmark of ₦145/m).
- Coordinate public works and operators through “dig-once” protocols.
- Publish clear timelines and fees for permits and approvals.
- Establish digital-infrastructure funds or PPP incentives for rural fibre expansion.
- Support hybrid/solar energy for telecom sites to improve uptime and reduce emissions.
“Every Governor in this room holds a lever that can accelerate or delay digital prosperity in their states,” he emphasized.
NCC to Launch Two Strategic Tools
Dr. Maida announced that the Commission will unveil two new initiatives designed to streamline investment and strengthen accountability:
- Ease of Doing Business Portal – A one-stop online hub linking investors with all 36 states and the FCT.
- Nigeria Digital Connectivity Index (NDCI) – An annual scorecard ranking states by their digital readiness, broadband coverage, and regulatory efficiency.
“These tools will provide transparency, foster competition, and motivate states to improve their digital policies,” he said.
Redefining Prosperity
Concluding his address, the NCC boss reiterated that the world’s economic power now lies not in oil pipelines but in data pipelines.
“Prosperity in the 21st century lies in data, connectivity, and human potential,” he declared. “Factories of the future will be built around how many digital innovators we nurture, not how many smokestacks we build.”
He reaffirmed the NCC’s commitment to protecting and expanding Nigeria’s digital frontier — but emphasized that the mission must be shared among governments, operators, security agencies, and development partners.
“The digital revolution does not wait,” Dr. Maida concluded. “Let us align, invest, and protect — for the prosperity of our people and the future of our nation. The question is: will we align, or be left behind?”

Stakeholders Back NCC’s Proposed Zero-Rated Access to Educational Platforms
Stakeholders drawn from government, industry, international development organisations and the private sector have expressed strong support for the Nigerian Communications Commission’s (NCC) initiative to provide zero-rated access to educational platforms and digital learning content for students and learners across Nigeria.
The endorsement was made during the first public consultation forum on the proposed framework titled “Zero-Rated Access to Educational Platforms and Content in Nigeria,” held by the Commission in Abuja on Tuesday.
Participants described the initiative as a significant step towards promoting not only connectivity, but also equitable access to education and digital inclusion across the country.
Stakeholders at the forum included representatives of the Federal Ministry of Communications, Innovation and Digital Economy, the Federal Ministry of Education, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Association of Licensed Telecommunications Operators of Nigeria (ALTON), the Nigerian Governors’ Forum (NGF), and uLesson Group, among others.
During the deliberations, participants emphasised the importance of stronger collaboration among stakeholders, as well as sustained investments in network expansion and infrastructure upgrades by telecommunications operators and Internet Service Providers (ISPs).
They noted that reliable and affordable internet connectivity remains essential for the successful implementation and sustainability of zero-rated educational services.
In his opening remarks, the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida, disclosed that the Industry Committee established to develop the initiative had carefully examined its technical, policy, regulatory and commercial dimensions.
He explained that the committee subsequently developed a consultation paper to facilitate stakeholder engagement and gather public input on the proposed framework.
Represented by the NCC’s Director, Policy, Competition and Economic Analysis Department, Ayuba Shuaibu, Maida stressed that broad-based stakeholder participation was critical to developing a framework that reflects industry realities while advancing national educational objectives.
He stated that the framework must be informed by the perspectives of network operators, educational institutions, content providers, government agencies, development partners, civil society organisations, students, teachers and the wider public who stand to benefit from improved access to digital learning opportunities.
According to him, collaboration is important in ensuring that the framework adequately balances educational needs with regulatory effectiveness, transparency, fairness and long-term sustainability.
Maida noted that the consultation forum forms part of the Commission’s commitment to promoting digital inclusion and expanding access to education through technology.
He explained that the engagement brought together stakeholders from the communications, education, technology and development sectors to deliberate on practical measures for facilitating access to accredited educational platforms and content at no data cost or through specially supported access arrangements.
The EVC added that the initiative is designed to reduce digital and connectivity barriers to learning while expanding access to educational resources, particularly for students and other learners across the country.
“The initiative also forms part of the Commission’s broader efforts to leverage technology in advancing national educational objectives and promoting inclusive digital participation,” Maida said.
The forum provided stakeholders with an opportunity to review the objectives of the Zero-Rated Access Initiative, examine the proposed implementation framework, and contribute technical, legal, regulatory, competition, commercial and operational perspectives necessary for its successful implementation.
Discussions focused on key issues such as implementation approaches, eligibility criteria for educational platforms and content, governance mechanisms, consumer protection safeguards, operational requirements, and principles for identifying accredited educational resources that may qualify for zero-rated access. Stakeholders also offered recommendations aimed at strengthening the framework and ensuring its long-term viability.
The Commission noted that submissions and recommendations received from stakeholders during the consultation will play a vital role in refining the proposed framework and developing an effective roadmap for implementation.
According to Maida, the initiative is expected to contribute significantly to national efforts aimed at expanding educational opportunities, enhancing digital literacy and harnessing technology to drive socio-economic development across Nigeria.

NCC, NDPC sign MoU to Advance Data Protection in Nigeria’s Telecom Sector.
In response to the rapidly growing pace of digitization, the Nigerian Communications Commission and the Nigerian Data Protection Commission (NDPC), have signed a Memorandum of Understanding (MoU) to strengthen the enforcement of data privacy and protection in the telecommunications industry.
The MoU provides a structured framework for both organizations to formalize a shared commitment to advancing data protection and regulatory synergy in Nigeria’s digital ecosystem.
NCC’s Executive Vice Chairman (EVC) and Chief Executive Officer (CEO), Dr Aminu Maida noted that data protection and privacy regulations have become important to the future of the communications industry and that effective regulation of data within the sector is critical to sustaining trust, innovation, and growth, particularly as Nigeria transitions deeper into the digital and artificial intelligence era.
Dr. Maida stated that the NCC remains committed to cooperation with the NDPC to ensure that the privacy rights of Nigerians are adequately protected, while maintaining a resilient and forward-looking communications network. He highlighted the remarkable growth of the sector, noting that Nigeria has evolved from about 500,000 connected telephone lines to over 170 million active connections today, reflecting the Commission’s mandate to not only connect Nigerians but also enable businesses, innovation, and national development.
According to the EVC, the next phase of growth lies in emerging technologies such as artificial intelligence (AI), which cannot function without data generated by users of digital platforms. He stressed that data is produced by people, belongs to people, and that citizens must be aware of the data they generate and the rights attached to it. He warned that where such awareness is lacking, data risks being monetised without the consent or benefit of its owners.
“People need to be aware of the data they are generating, and they need to know their rights around that data. If they don’t know it, somebody will monetise it. When platforms are said to be free, they are not really free. Somebody is using your data.
“The future is data. If we do not get the principles of how we govern it right, even our national sovereignty could be undermined.,” Dr. Maida said.
Speaking further, Dr. Maida described data as a critical component of national sovereignty, noting that for artificial intelligence to remain relevant and beneficial to Nigeria, the country must continue to generate fresh, locally relevant data within a trusted regulatory environment.
In his remarks, the National Commissioner of the NDPC, Dr. Vincent Olatunji described the MoU as essential for protecting the data of Nigerians. He said, “It is always difficult to go into a sector and implement your mandate effectively without involving the regulator of that sector. We are not taking over the mandate of the telecom regulator. We are adding value to what you are doing, and you add value to what we are doing.
“We do not want this MoU signed and kept on the shelf. We want to sign and commence implementation immediately to ensure that the privacy and protection of Nigerians’ data is properly taken care of,” he said.
Dr. Olatunji noted that coordination and collaboration are core pillars of the NDPC’s approach to regulating data protection and safeguarding privacy. He expressed optimism that the partnership with the NCC would enhance effective data governance in the communications sector, adding that both agencies would share knowledge, expertise, and build capacity in areas of mutual regulatory interest to strengthen Nigeria’s data protection ecosystem.
The NCC, as the regulator of telecoms, and the NDPC, as the authority on data protection, share overlapping responsibilities in ensuring that citizens’ personal information is secure. To avoid potential conflicts in the mandates of the two Commissions as enshrined in their respective Acts, and pursuant to their statutory responsibilities, both NCC and NDPC recognize the importance of streamlining the regulatory process to avoid overlaps in their respective mandates and ensure clarity in the regulation of data in the communications sector.

The Nigerian Communications Commission (NCC), in line with its commitment to collaboration and regional integration, has reaffirmed its dedication to strengthening partnerships among telecommunications regulators within the West African sub-region.
The Executive Vice Chairman of NCC, Dr. Aminu Maida re-affirmed the commitment when the Commission hosted a high-level delegation from the Liberia Telecommunications Authority (LTA) at the NCC’s Head Office in Abuja at the weekend.
Speaking during the LTA’s visit, Maida, who was represented by the Director of Corporate Planning, Strategy and Risk Management at NCC, Dr. Kelechi Nwankwo, emphasized the Commission’s mandate to continually collaborate with sister regulatory institutions within the sub-region and beyond to drive the expansion of digital economy and improve the living conditions of citizen.
He said, given the NCC’s long-standing commitment to regional cooperation through platforms such as the West Africa Telecommunications Regulators Assembly (WATRA), the Commission believes the region becomes stronger and more prosperous when all countries are interconnected.
The EVC further emphasized that collaboration remains a core driver of the NCC Board and that sustained engagement with regional partners is essential to advancing the interests of telecommunications consumers and various stakeholders.
Maida recalled the Commission’s advocacy for the recognition of Information and Communications Technology (ICT) as critical national infrastructure within the Economic Community of West African States (ECOWAS), noting that Nigeria has already designated ICT as part of its critical national information infrastructure to give it the prominence required for sustainable growth.
He assured the Liberian delegation of the NCC’s readiness to provide support in advancing regional shared initiatives and translating discussions into actionable outcomes within the sub-region.
In his remarks, the Chairman of the Board of Commissioners of the LTA, Hon. Clarence Massaquoi, commended the NCC for making itself available in the spirit of regional coordination and collaboration, describing the engagement as critical to strengthening regulatory responsibilities across the sub-region.
Massaquoi acknowledged that Nigeria remains the largest economy in the region and a central player in Africa’s communications, security, and economic structures, that progress made by Nigeria often has far-reaching impacts across other West African countries.
He explained that since his assumption of office as the Liberian chief telecom regulator, the LTA has prioritized strengthening relationships with regional institutions to support ECOWAS’ vision of integration as effective regional integration cannot be achieved without affordable and reliable communications services, particularly in addressing cross-border roaming challenges.
The LTA Chairman disclosed that Liberia had signed bilateral agreements with The Gambia and Côte d’Ivoire and is at advanced stages of discussion with Ghana and Guinea-Conakry and that the Liberian regulator remained committed to active participation in WATRA.
Massaquoi further sought NCC’s support in regulatory capacity building and the sharing of best practices, particularly as Liberia reviews its licensing regime to reflect emerging technologies and align with regional standards.
The two regulators also underscored the centrality of shared commitment to deepen collaboration, identify priority areas for engagement, and advance initiatives that will promote seamless connectivity, regional integration, and socio-economic development across West Africa.
