The Communications and Digital Economy Complex Auditorium came alive on August 8, 2024, as stakeholders, industry experts, and consumers gathered for the 93rd edition of the Telecoms Consumer Parliament (TCP). Themed “Optimizing Data Experience: Empowering Consumers through Awareness and Transparency in a Consumer-Centric Telecom Industry,” this landmark event provided a platform for candid discussions on the state of Nigeria’s telecoms industry and the evolving expectations of consumers.

 

Dr. Aminu Maida, the Executive Vice Chairman/Chief Executive Officer of the Nigerian Communications Commission (NCC), delivered a keynote address that underscored the pivotal role of the Commission in ensuring a seamless digital experience for Nigerians. He outlined the industry’s achievements, challenges, and the NCC’s commitment to empowering consumers in an increasingly data-driven world.

 

Revolutionizing Nigeria’s Telecom Industry

Dr. Maida began by reflecting on Nigeria’s remarkable telecom journey, highlighting the evolution from basic voice services to the current era of high-speed data connectivity. Over the past two decades, the sector has witnessed the rollout of transformative technologies such as 3G, 4G LTE, and the groundbreaking introduction of 5G networks.

 

“The introduction of 3G in the mid-2000s was a watershed moment, enabling basic browsing and email services. Then came 4G LTE, which brought faster speeds, making video streaming, online gaming, and digital commerce possible,” Dr. Maida said. “Today, with 5G, we are stepping into an age of unprecedented possibilities—smart cities, autonomous vehicles, and the Internet of Things are no longer futuristic concepts but emerging realities.”

 

As these technologies evolve, so does the consumption of data, fueled by Nigeria’s vibrant population. According to recent statistics, Nigeria boasts 132 million active internet connections, with the average citizen spending over four hours daily on social media—far above the global average. Daily data usage in Nigeria reached an astonishing 336 gigabytes per second in 2024, marking a 39% increase from the previous year.

 

Addressing Consumer Concerns on Data Usage

Despite these advancements, Dr. Maida acknowledged lingering consumer concerns, particularly regarding data depletion and billing transparency. The NCC’s analysis revealed these as top complaints among telecom users. While audits conducted by Mobile Network Operators (MNOs) and Internet Service Providers (ISPs) found no major discrepancies, perceptions of rapid data depletion persist.

 

Two primary factors contribute to this perception:

 

Improved Technologies: Modern devices with high-resolution displays consume significantly more data than older models. For instance, an Instagram photo that required 100 kilobytes of data five years ago now consumes two to four megabytes due to higher-quality images. Similarly, streaming in high definition can consume up to three gigabytes per hour, while ultra-high-definition streaming requires seven gigabytes.

Complex Tariffs: Many consumers struggle to navigate complex data plans and billing structures.

To address these concerns, the NCC launched a Joint Industry Campaign on Consumer Awareness. This initiative, delivered through radio, television, print media, and SMS, educates users on smarter data management techniques.

 

“Many smartphone users are unaware that their devices can track data usage and even set limits to prevent unexpected consumption,” Dr. Maida noted. “Background applications, automatic updates, and location services often consume data without the user’s knowledge.”

 

Simplifying Tariffs and Enhancing Transparency

The NCC is also tackling tariff complexity. A recently issued Guidance on Tariff Simplification mandates operators to present clear and accessible information on data plans. This includes detailed breakdowns of billing rates, terms, and conditions.

 

“In the coming months, consumers will benefit from transparent tariff tables that empower them to make informed decisions,” Dr. Maida announced.

 

Strengthening the Telecom Ecosystem

Dr. Maida emphasized the interconnected nature of Nigeria’s telecom value chain, which includes not just MNOs but also Tower Companies (TowerCos) and backhaul providers. Recognizing the critical roles these players perform, the NCC has revised its guidelines to hold every stakeholder accountable for delivering quality service.

 

However, challenges remain. Dr. Maida highlighted the issues of vandalism and theft of telecom assets, which undermine service delivery. In a significant move to address this, President Bola Ahmed Tinubu recently signed an Executive Order designating telecom infrastructure as Critical National Information Infrastructure. This order strengthens legal protections for telecom assets, ensuring they are safeguarded against unauthorized access and tampering.

 

Navigating Macroeconomic Challenges

The telecom industry, like others, faces rising costs due to Nigeria’s macroeconomic challenges. Dr. Maida assured stakeholders that the NCC is collaborating with government agencies to mitigate these challenges and sustain the sector’s growth.

 

Future-Focused Initiatives

The NCC is committed to greater transparency and accountability. The Commission is finalizing Major Incident Reporting Guidelines, which will require operators to inform consumers of significant network disruptions. Additionally, the launch of coverage maps will empower users by providing detailed insights into network strength, quality, and coverage gaps across Nigeria.

 

A Consumer-Centric Vision

As the event concluded, Dr. Maida reaffirmed the NCC’s dedication to placing consumers at the heart of its policies. “Our goal is to create a truly consumer-centric telecom industry where every Nigerian feels valued, informed, and empowered. Platforms like the Telecoms Consumer Parliament are critical for fostering open dialogue and ensuring that consumer voices are heard,” he said.

 

The 93rd Telecoms Consumer Parliament was not just an event but a call to action—a reminder that collaboration among regulators, operators, and consumers is essential for optimizing data experiences and building a telecom industry that meets the aspirations of a digital Nigeria.
