The decision by Starlink to unilaterally review its subscription packages upwards did not receive the approval of the Nigerian Communications Commission (NCC).

The action of the company is in contravention of Sections 108 and 111 of the Nigerian Communications Act (NCA), 2003, and Starlink’s Licence Conditions regarding tariffs.

The Commission commenced pre-enforcement action on the licensee on the 3rd of October, 2024.

NCC Announces Final Deadline for NIN-SIM Linkage Compliance: September 14, 2024.√√√Newzspy.

The Nigerian Communications Commission (NCC) has issued a final reminder regarding the mandatory linkage of all Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs), with a deadline set for September 14, 2024. This is a crucial phase in the Federal Government’s ongoing efforts, initiated in 2020, to fortify the country’s digital infrastructure by ensuring that every SIM card in use is registered and linked to a verified identity.

Over the past four years, the policy has seen remarkable success. As of August 2024, more than 153 million SIMs have been successfully linked to a NIN, representing an impressive 96 per cent compliance rate. This marks a significant leap from the 69.7 per cent compliance rate recorded as recently as January 2024. The progress underscores the effectiveness of the NCC’s rigorous enforcement efforts and the increasing awareness among Nigerians of the importance of this initiative.

The Importance of NIN-SIM Linkage:

The NCC emphasizes that the complete linkage of all SIM cards to NINs is not just a regulatory requirement but a vital measure to enhance trust and security within Nigeria’s rapidly growing digital economy. This policy is expected to bolster confidence in digital transactions, reduce the incidence of fraud and cybercrime, and support broader participation in e-commerce, digital banking, and mobile money services. By ensuring that all mobile users are verified, the government aims to create a safer, more secure environment for digital activities, thereby promoting financial inclusion and driving sustainable economic growth.

Crackdown on Unregistered SIMs and Pre-Registered SIM Sales

In collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), the NCC has conducted extensive investigations into SIM card ownership across the country. Alarming cases have been uncovered where individuals were found to possess an unusually high number of SIM cards—some individuals reportedly had over 100,000 SIMs registered in their names. This practice poses significant risks to national security and undermines the integrity of the mobile telecommunications system.

The NCC has reiterated its commitment to working closely with security agencies and other stakeholders to eradicate the sale of pre-registered SIMs. This illegal activity not only compromises the security of personal and financial information but also facilitates criminal activities such as fraud, kidnapping, and terrorism. The Commission has warned that the sale and purchase of pre-registered SIMs are criminal offences punishable by imprisonment and hefty fines. Citizens are encouraged to report any such activities to the NCC via its toll-free line (622) or through its social media platforms.

Mandatory Compliance by September 14, 2024

As the September 14 deadline approaches, the NCC has directed all Mobile Network Operators (MNOs) to ensure that the verification and linkage of all SIMs to NINs are completed without exception. Effective September 15, 2024, any SIM card operating in Nigeria without a valid NIN will be deactivated, cutting off access to all telecommunications services.

The NCC has urged all members of the public who have not yet completed their NIN-SIM linkage, or who have encountered issues such as verification mismatches, to visit their service providers immediately to rectify their records. Additionally, the NCC has provided approved self-service portals for those who wish to update their details online, offering a convenient alternative for compliance.

The NCC has expressed its gratitude to the general public for their cooperation throughout this process and calls for continued support as the country moves towards achieving 100 per cent compliance. This effort is not only about meeting regulatory requirements but is a key step in strengthening Nigeria’s digital ecosystem, enhancing national security, and fostering economic development.

NCC Directs Telcos on Tariffs Transparency.√√√Newzspy .

The Nigerian Communications Commission (NCC) has issued a directive to telecommunications operators to simplify their tariff plans, bundles, and promotional activities.

This move aims to provide clear, easy-to-understand, and accurate information about the cost of voice, short messaging service (SMS) and data services to subscribers.

The directive, titled “Guidance on the Simplification of Tariffs in the Nigerian Communications Sector,” was issued on July 29, 2024. It mandates Mobile Network Operators (MNOs) to publish a comprehensive table showing the features of their tariff plans and bundle offers.

The table should contain all necessary information for subscribers to make informed decisions, including details on add-ons, their prices, how consumers can opt-in or out, terms and conditions for renewal, and rollover policies.

The guideline is the outcome of consultations with industry stakeholders, including MNOs and Consumer Focus Groups, and extensive data analysis on consumer preferences and expectations.

The objectives of the simplification guidelines are to reduce the complexity of tariff plans and bundles, ensure transparency and fairness of promotional elements of tariff plans, protect consumers’ interests by providing clear and understandable tariff information so that they make informed decisions, and promote fair competition among licensees by standardising tariff structures.

Service providers are also required to display all relevant information about their tariffs, such as the name of the plan, price, validity period, price-per-second for on or off-network and international calls, expected data speeds, and fair usage policies.

“Operators can maintain existing bonus-led tariff plans till 31st December 2024, within which period operators are expected to educate and migrate all subscribers to the simplified tariff plans,” the directive stated.

The guidelines further mandate that MNOs must communicate tariffs to subscribers in “clear language and a user-friendly format,” with full disclosure of a subscriber’s tariff plan via Unstructured Supplementary Service Data (USSD).

Additionally, “operators must offer stand-alone data bundles at fair prices to avoid tying consumers with products they do not need; bonuses on promotions must be stated in actual value; access fees and asymmetric fee structures must be eliminated,” among other conditions.

The NCC emphasised that while complying with these guidelines, operators must also meet the Key Performance Indicators (KPIs) standards set out in the Quality of Service (QoS) Regulations.
