LSSTF CEO, Ogunsan says “Investment in Human Capacity as Critical as Security Infrastructure” • As Lagos moves to train over 1,000 security operatives
In a decisive move to strengthen security coordination and professionalism, the Lagos State Security Trust Fund LSSTF has commenced a statewide training programme targeting 1,000 operatives across multiple agencies, as part of a 10-month capacity-building initiative. This initiative marks one of the most comprehensive multi-agency security trainings ever completed in Nigeria’s history, National Association of Online Security News Publishers, NAOSNP can report.
Declaring open the programme, which is the first of the 10-month series, the Executive Secretary/CEO, Dr. Ayodele Ogunsan, said the initiative reflects a strategic shift towards intelligence-driven, ethical, and collaborative security operations in Africa’s largest city.
“Modern security challenges are becoming more sophisticated, dynamic and interconnected,” Ogunsan said. “Addressing them requires not only equipment, but well-trained personnel with the right professional skills, ethical orientation and the ability to work seamlessly across agencies.”
He disclosed that the programme, themed “Enhancing Professional Capacity, Ethical Standards and Inter-Agency Collaboration for Effective Security Operations,” will be implemented in phases, beginning with this month of March and replicated over the rest of the Year 2026.
Ogunsan emphasised that the training is anchored on three pillars, including professional capacity, ethical standards, and inter-agency collaboration, describing them as critical to effective security delivery. “Public trust is fundamental. Citizens must see security officers not just as enforcers of the law, but as protectors of rights,” he stated.
Highlighting Lagos’ status as Nigeria’s economic hub with a rapidly growing population, he stressed that no single agency can tackle security threats alone. “This programme is designed to foster synergy, coordination and mutual understanding among agencies,” he added.
He urged participants to actively engage and translate lessons into field operations, noting “we believe that investment in human capacity is just as critical as investment in security infrastructure. Well-trained, disciplined, and ethically grounded officers are the backbone of any effective security system.”
Dr. Ogunsan thanked the Executive Governor of Lagos State, Gov. Babajide Olusola Sanwo-Olu for his strategic leadership and frontline ideas that is making the LSSTF to thrive.
The opening ceremony which was held today, 25th March 2026, brought together personnel from a broad spectrum of security and law enforcement agencies. It also attracted an array of high-profile security leaders and stakeholders, including the Chairman of the LSSTF Board, Mr. Kehinde Durosinmi Etti ably represented by a Board Member, DIG Agboola Oshodi-Glover (retd); Executive Secretary/CEO of LSSTF, Dr. Ayodele Ogunsan; AIG of Zone 2 (Lagos and Ogun States), AIG Olohundare Moshood Jimoh; Commander, NA 9 Brigade and Coordinator of OP Mesa, Brig. Gen. Ayokunle Owolabi; Comptroller NIS Lagos Command, CIS C.O. Onajinrin; Comptroller NIS MMIA Command, CIS Christopher Uzoma; NSCDC Lagos Commandant, Adedotun Keshinro; NDLEA Lagos Deputy Commander, DCN Akogun James; Lagos RRS Commander CSP Shola Jejeloye; CSO to Gov. Sanwo-Olu, CSP Fagbemi Adekunle; and O/C Marine Police Lagos, CSP Lekan Faniyi, among others.
The 2-day statewide training draw participants from a broad spectrum of security and law enforcement agencies, such as the Nigeria Lagos Police Command, Nigerian Army (OP Mesa), Nigeria Immigration Service (NIS), National Drug Law Enforcement Agency (NDLEA), Lagos Neighbourhood Safety Agency (LNSA), Rapid Response Squad (RRS), Nigeria Security and Civil Defence Corps (NSCDC), Federal Road Safety Corps (FRSC), Lagos State Traffic Management Authority (LASTMA), Marine Police, NCCSALW, Supernumerary Police Command, and other specialised units, the training marks one of the most comprehensive multi-agency capacity-building efforts ever implemented in the nation’s history.
